Expression of Interest, Urban Development Projects, Lagos Mega City Initiative

The global ranking of cities rated Lagos as one of the mega cities in the World, together with New York City, Beijing, Tokyo, Shanghai, Mumbai, Rio de Janeiro, Johannesburg, etc. As one of those cities having a population in excess of 17 million persons, it is imperative to provide facilities and infrastructure for the city that will cope with such large demographics and which will be of comparable standard to what is obtainable in all other mega cities in the World, so as to ensure high quality life for the residents of Lagos.

In line with these needs and objective, the LASG has conceived an initiative to provide the city of Lagos with world class residential, business recreational and other facilities that will measure up to what is obtainable in all the mega cities of World. This will position the state as one of the best cities to live and work on the African Continent.

Lagos State Government is therefore looking for suitable entities to partner with on a Public Private Partnership (PPP) basis to undertake the delivery of a wide range of these facilities which will include residential apartments, shopping/business malls recreation parks, hotels, theme parks, zoos, car parks and other facilities that will add to a modern city lifestyle.

  Entities which have strong track record of projects that transform city landscape wishing to partner with the state in delivering on any of these projects are hereby invited to forward an Expression of Interest with regards to any of these identified projects:

Facilities offered for development include:

 A. Former Falomo Shopping Complex

The subject city is a large tract of land located on South West Ikoyi Axis, along Awolowo Road. It has an area of approximately 18,070 meter square.

Lagos State Government is seeking proposals under PPP model on how this site can be redeveloped in the manner outlined in this Expression of Interest. The project must be world class residential condominium complex with a full complement of lifestyle enhancing facilities and complete Communities Direction Strategy. The site is intended to be developed as a low density, mixed use residential development that will include the integration of the multi-use nature of the area.

  1. Property Along Karimu Giwa Close, Off Raymond Njoku Street, South West Ikoyi, Lagos.

The subject site is located on the south West area of Ikoyi and is bounded by Falomo Lagoon Cowrie Creek. It is adjacent to the former Falomo Shopping Complex and within proximity to the above proposed major luxurious residential development project at Falomo.

The site is fairly rectangular in shape, appears firm with physical measurement of an area of approximately 2,936.32 square meters. Recreation Park/Garden at Anthony Village/Oworonshoki/Oshodi Expressway –

1st location: Anthony Village/ Oworonshoki/Oshodi Expressway. Located in the heart of Lagos along the Oworonshoki/Oshodi Expressway at Anthony Village. A large track of virgin land measuring approximately 7.836 Hectares. The location of the cancelled Paradise Residential Scheme. The government intends to develop on this site, a recreational/ Theme Park with elements of educational/ entertainment and leisure activities such as the KADZANIA edutainment theme parks that will cater to the whole family.

2nd Location: Leisure Park at Ebute Metta. The areas abutting the Yaba Interchange on the Third Mainland Bridge measuring approximately 8 hectares. Proposals on establishing a leisure park with integrated water sporting activities on the expansive and serene waters of the Lagos Lagoon. The proposal should also factor in a commercial scale boat jetty to provide a gateway to transportation so as to increase the intermodal transport system in the state. Integrated shopping and entertainment facilities at this location will be welcome.

3rd location: Leisure Park at Epe, beside Sala. A very large expanse of approximately 10 hectares along Epe/Ejirin Road abutting the Sala Metal Crushing Plant. The state is interested in bringing to this axis, World class Leisure Park cum lifestyle facilitates. Proposal that will include retreat/conferencing facilities to provide support to the nearby Lekki Free Trade Zone will be welcome at this location.

B. Zoological Garden

A large expanse of land in the valley behind Lagos Sheraton Hotels and running Parallel to Mobolaji Bank Anthony Way, measuring approximately 51,49 hectares, home to wide range of Fauna and Flora. The best preservation nature, so far, within the urban part of Lagos on which the state government proposes to establish a nature park- Zoological/ Botanical Garden.

Proposals on this project which should be Conservation Content and which must also deliver a full scale zoo will be of such a scale that it would be a World Class landmark with iconic status such as the London Zoo or Tokyo Zoo.

The State Government is equally interested in establishing at the Epe axis, another zoo on about 50 hectares of land. This facility is designed to provide the sector with full scale zoo at this stage before urban sprawl makes it more difficult to do so in the future.

C. Shopping Malls/Hotels

In various locations in Lagos, adequate and available land spaces exist on which the Government intends that full scale malls, hotels and other lifestyle facilities be established.

Available locations include:

  1. Epe————-4 Hectares Opposite Epe Resort
  2. Ibeju-Lekki—-5 Hectares

           3.Badagry——-10 Hectares

         4. Ikorodu——–3 Hectares

         5. Ojokoro——–3 Hectares

        6. Gbagada——-9 Hectares

         7. Oshodi———- 2.2 Hectares

           8. Amuwo-Odofin—- 5 Hectares.

    D. Central Business District CMS Marina

The government intends to have a complete makeover of the CMS Marina axis to bring it up to the standard of similar locations in the World. With the planned commissioning of the Blue Line of the Lagos light rail project this year, Government intends to redevelop the entire stretch of Marina, starting from Apongbon end to NECOM House End of Marina.

Government intends to have a multi-level car parks, shops, offices, restaurants etc. all positioned in an integrated design to create a more harmonious experience for shoppers and other visitors to Marina.

The available land area of the Marina Strip is currently being underutilized and occupied as car park and by some artisan. The entire stretch measures approximately 7.8 hectares.

This is the prime business location and the undisputed bub for commercial activities in Nigeria. The state Government intends to redevelop this stretch in line with its actual value and importance by having a comprehensive development scheme that will have all the state of the art features.

Comprehensive visionary proposals that will also turn this area into a world class iconic landmark are also welcome.

Consequently, all interested entities should submit their Expression of Interest, indicating their project of interest together with a detailed outline of their proposal on or before March 31, 2016 via email, and hard copy of such proposal should be handed in before close of business on the same date.
