The success of any government is intrinsically linked to the functionality, dynamism, efficiency and creativity of its Public Service. In our State, the Public Service has over the years, especially in the last three years, demonstrated high level competence and capacity for top class service delivery to the good people of our State.

The occasion of swearing-in any Permanent Secretary is therefore a celebration of not only the new appointee but also a celebration of excellence in service delivery as exemplified by the State Public Service.

Your well-deserved appointment as Permanent Secretary in the State Public Service is therefore anchored on many criteria which include cognate experience, dedication, loyalty and diligence.

As you assume your responsibilities, let me reiterate that our underlining philosophy to governance is people-oriented and people-centered. This implies that the process of policy initiation, design and implementation must be tailored with Lagosians in mind and for the sole benefit of Lagosians.

I charge you to see your appointment as a call to serve in a higher capacity. As the Accounting Officer of your Ministry/Agency, you should separate yourself from all forms of partisanship and focus on the promotion of the virtues of integrity, probity and professionalism in the Public Service.
